New Safety Rules no longer allow self-checkin of guests
The new directive of the Ministry of the Interior, communicated with circular no. 38138/2024, introduces the obligation to verify identity in presence for all accommodation facilities, including short-term rentals. The application is immediate and puts an end to self-check-in practices and the use of key boxes, tools criticized for the lack of direct control over the identity of guests.
What’s changing?
- Face-to-face identification: Article 109 of the TULPS requires personal identity verification at check-in, excluding remote methods.
- Security reasons: the obligation aims to prevent anonymous stays or under false identities, with the risk of favoring criminal or terrorist networks.
- Web Lodged Portal: the transmission of data verified in person remains mandatory.
Implications for managers?
The measure eliminates the flexibility of self-check-in but strengthens public safety. The use of key boxes, unless regulatory changes, could be definitively abandoned. The Ministry highlights that direct contact between guests and managers is essential to ensure correspondence between document and person.
